Does Obama’s proposed American Opportunity Tax Credit include grad school and PhD programs or just undergrad?

Also, would the credit be available for those who pursue their college degree ONLINE as long as they conduct the 100 hours of community service required for the tax credit?

His website says it will cover "the first $4,000 of a college education", so I would take that to mean that it would be for undergrad programs only. I don’t think, since it is merely a proposal, that it has been worked out yet to specify details, but if I were to guess, it would cover tuition in online programs at accredited traditional colleges, but not necessarily at for-profit online colleges, in an effort to control quality.
